Photographers setting up a tripod and camera at the base of frozen Eagle Cliff Falls in Havana Glen Park in the town of Montour Falls (Schuyler County, N.Y.). The forty foot waterfall is frozen to a shear rock cliff. A wooden stairwell leading toward the top of the falls can be seen above.
