Department of Health Calls For Help

In a letter to the State Health Commissioner, Dr. Hermann M. Biggs, U.S. Surgeon General W.C. Gorgas asks that the the U.S. Army not have to rely on commercial serums and that the New York State Department of Health supply the army with serums to handle the outbreaks of diseases like cerebrospinal meningitis and pneumonia.
