L. Barnet's response to wage questionnaire

A three-page letter from L. Barnet to the Factory Investigating Commission in response to their questionnaire (see NYSA_A3011-77_ B1_F7_7) about wage issues. Mr. Barnet of R. H. Macy & Co. supports legislation regarding child labor and women workers, but opposes a minimum wage. He proposes that wages could be improved if employees had better education, training, and character development.
