A two-page letter from Robert R. Taylor to the Factory Investigating Commission in response to their questionnaire (see NYSA_A3011-77_ B1_F7_7) about wage issues. Mr. Taylor, Director of Mechanical Industries at the Tuskegee Normal and Industrial Institute, suggests a varying minimum wage based on location, but realizes that such a plan would be very complex.
