Letter from James Whelen, a member of the Tax Department, City Treasurer’s Office, Buffalo, New York, who wrote on behalf of Michael Leavy, veteran of the New York State Volunteers during the Mexican War. Leavy was a resident of Buffalo, and Whelen was writing to request information about pension monies.
