Letter to Notary Public George Emerson from New York State Comptroller N.K. Hopkins, concerning the claim of Phoebe Meech, widow of Horace Meech, veteran of the New York State Volunteers during the Mexican War. Comptroller Hopkins wrote to inform Emerson that widows were not provided for under the current law, and that a special appeal to the Legislature would have to be made for Widow Meech to receive her late husband’s pension monies.
