Governor Thomas Salmon (Vermont), Governor Michael S. Dukakis (Massachusetts), Governor Hugh L. Carey (New York), and Governor Brendan T. Byrne (New Jersey) at a Northeastern Governors conference, held at the Gideon Putnam Hotel, in Saratoga Springs.
Seven governors from the Northeast attended this conference, where the governors decided that there was a need to call for increased federal aid, and welfare reforms. The governors not pictured who were in attendance were Governor Milton J. Shapp (Pennsylvania), Governor Philip Noel (Rhode Island), and Governor Ella T. Grasso (Connecticut). The conference took place from November 13-14.
