Aerial photograph, no. 7 in a sequence, taken by plane flying across lower Manhattan southeast along west side of lower Manhattan more than one month after the September 11 terrorist attack upon the World Trade Center, on October 21, 2001. By this point, most of the fires had been put out, and debris removal had begun.

Pedestrian traffic restrictions in Battery Park City were gradually loosened. However, limits on vehicular traffic remained in effect for months after the attack.
