Commissioner Thomas A. Coughlin III, Department of Correctional Services, invites colleagues to Hispanic Inmate Needs Task Force meeting, October 9, 1985. The Task Force would address the large percentage of Hispanic inmates in the correctional system, and how academic, vocational and counseling programs might be aided in working with the Spanish-speaking population.
