Men's underwear factory: carding room with machinery, narrow aisles

Machinery for carding cotton fills a crowded room at the Washington St. plant of Union Mills, a men's underwear manufacturer in Hudson, N.Y. The investigator noted that "some aisles in this room are less than 10" wide; workmen are obliged to pass in and out through these aisles and are in constant danger from belts and pulleys." The cotton in the air and on the floor also poses a fire hazard.
