A crowd gathers for the planting of the Stephen Mather Memorial Forest near Tongue Mountain in Warren County. The forest is named for Stephen Tyng Mather (1867-1930), the millionaire, environmental activist and outdoorsman who was head of the National Parks Service from 1917 to 1929. This image was created to record the reforestation efforts of the New York State Conservation Department.
