Governor Cuomo signs a bill to ease the volume of appeals taken by the New York State Court of Appeals, which to that point had been required by law to hear far more cases than any other court of last resort in the nation. After the signing, the governor and Chief Judge Sol Wachtler answer questions on the bill.
