The pamphlet contains information on the requirements for permits, emergency medical services, water supply, sewage disposal, food service, refuse collection, gas and electric, and travel vehicle campgrounds at carnivals, circuses, bazaars, and fairs held within New York State. It was issued following new legislation arising from a review of the state response to the Woodstock Festival of 1969.
The pamphlet advises event organizers on the requirements for permits, emergency medical services, water supply, sewage disposal, food service, refuse collection, provision of gas and electric – all the areas that had caused concern at Woodstock.
