Governor Malcolm Wilson delivers the annual message to open the Legislature. His message includes managing transportation costs, campaign finance reform, consumer protection, economic and job development, improved worker benefits and safety, state aid for education, cigarette bootlegging and New York City cigarette tax, gun regulation, anti-drug laws, the environment, housing issues, employment discrimination of women, removing barriers to women in obtaining credit, medical care costs, lottery, and preservation of New York historic sites.
