Governor Hugh L. Carey and New York City Mayor Ed Koch holding a joint news conference on talks with an emergency financial control board, and who was going to be in charge of the board. The press conference was held in the Red Room of the Executive Chamber, in the Capitol Building.
The Mayor was in negotiations with union leaders most of the night after this press conference was given.
